The Basics

Dick is a proud Democrat and experienced tax policy expert Democrat running for the Travis Central Appraisal District Board of Directors.

On May 4, for the first time ever, Travis County voters will elect three members of the Travis Central Appraisal District (TCAD) Board of Directors. I served for many years as a member, then chairman, of the Travis Central Appraisal (TCAD) Board of Directors, appointed by the Austin ISD school board. I am now asking you to return me to this non-partisan position to preserve the integrity of the district from inappropriate political interference and protect its vital role in our property tax system. 

TCAD’s job is to set fair and accurate property values according to the market rate. TCAD operations affect funding of our public schools, public safety, parks, roads, and libraries. 

Note: The appraisal district does NOT set tax rates — it only measures the value of your property. Tax rates are set by local governments such as school boards, city councils, and county commissioners court.

Ensure Fair and Accurate Property Tax Appraisals

Dick recognizes that the sole mission of the Travis Central Appraisal District’s (TCAD) is to set fair and accurate property values throughout Travis County. Equal and uniform valuation is mandated by the Texas Constitution.

Property appraisal is a technical job and must be kept separate from the political considerations that school boards, city councils and county commissioners weigh in setting the tax rate applied to property values. Your tax bill is set only after both steps of the process – appraisal, then tax rate – have been completed.

An appraisal district acts like the scales at the grocery store - it doesn’t set prices; it just measures the weight. It’s the local taxing authorities that set the price, calculating how much is needed to support our schools, police, roads, and parks.

Strengthen Taxpayer Protection

Property owners can protest the appraisal set by TCAD through appeals to the Appraisal Review Board (ARB) – citizens appointed by the Board of Directors to impartially weigh evidence brought by the taxpayer disputing their valuation. In choosing members of the ARB, directors should look for fair-minded people who can listen to both sides and accurately apply the rules governing valuation. Appraisals are controlled by professional standards, state law and oversight by the state comptroller. The ARB has no role in setting tax rates.

Guarantee efficient use of taxpayer dollars

The Board of Directors is responsible for hiring the chief appraiser and approving the district’s budget. Dick will ensure that TCAD carries out its mission as efficiently as possible, minimizing the cost to taxpayers of supporting its operation.

Preserve the Integrity of TCAD

Dick served for many years as a member, then chairman, of the Board of Directors of the Travis Central Appraisal District (TCAD), appointed by the Austin ISD school board. Last year the Legislature created three new positions to the board to be chosen in a countywide election on May 4. Motivated by a commitment to preserving the integrity of the district from inappropriate political interference and protecting its vital role in our property tax system, Dick stepped forward to ask the voters to return him to the TCAD Board.

About Dick Lavine

Dick Lavine moved to Austin in 1979 with a wonderful 5th generation Texas woman. Together they have raised a family and worked to improve life in our unique city,

Dick has spent a lifetime serving the public interest. He spent ten years at the research arm of the Texas Legislature and nearly thirty more with Every Texan, a nonprofit working to strengthen public policy to expand opportunity and equity for Texans of all backgrounds. His work to improve Texas’ state/local tax system is highly respected throughout the Texas Capitol.

He is a trustee of the City of Austin Employees Retirement System and proud board member of a union of retired state workers. Dick also serves as the president of the union representing his fellow workers at Every Texan and as a board member of a progressive media organization.

Dick has a law degree and is a Chartered Financial Analyst, a rigorous certification of investment professionals. Dick is an avid photographer, enjoys long walks every morning along our beautiful Lady Bird Lake and, of course, enjoys spending time with his grandchildren.

About the Board of Directors and the Appraisal District

Local governments set tax rates based on the Appraisal District property values.

The Board of Directors manages the Appraisal District by hiring and managing a Chief Appraiser, approving the budget for the District, and hiring the Appraisal Review Board (ARB) – citizens who hear appeals from property owners.

The Chief Appraiser and her staff set valuations. After property owners are notified of valuations in April and May, property owners can discuss problems with valuations with appraisers. If still dissatisfied with valuations, property owners can have a hearing before a three-member panel of the ARB (NOT the Board of Directors) to reduce the valuation. The Board of Directors is prohibited from influencing or changing decisions of the independent Appraisal Review Board. A Taxpayer Liaison, who reports to the Board of Directors, is available to help taxpayers who are having difficulties with the appraisal process.

Appeal to the ARB is usually the last step in the process for most homeowners.  It is thus essential that the ARB gives all property owners a full and fair hearing and set accurate values.  The new law that created three elected positions to the Board of Directors also requires that ARB applicants receive the votes of two of the three elected directors (as well as the majority of the Board) to be appointed. That's why this election is so important!
